Cement is initially dry, and you need to either craft it with water or place it near water nodes to get wet cement. Wet and dry cement need something to support them or they will fall like sand. Once the wet cement has cured it can be colored with dye or sanded and colored. The finished cement nodes can be dug and replaced anyplace you like.
