This mod was originally part of the Castles mod, but was extracted and turned into a standalone mod. It's different than what I've seen in the castle mod, but there are a few versions of that in existence, so it may be the same as some of the castle versions.

The Anvil lets you repair any tools with a blacksmith's hammer. There is a nice little particle effect and ringing hammer sound effect when you repair the tool.
